Carmen He (she/her) is a Project Manager at SEEK Development. She brings over nine years of experience in finance, strategy, and organizational effectiveness across private and development sectors. At SEEK, she contributes to the Development Finance practice with a focus on climate and global health.
Applying her cross-sectoral thematic knowledge, analytical lens and passion to problem-solving, Carmen supports clients with developing evidence-based strategies, designing fit-for-purpose organizations, and translating donor financing data and policy into meaningful insights for advocates, funders and practitioners.
Prior to SEEK, Carmen worked in KPMG’s audit and advisory practices in Canada and Australia for six years. The advisory work focused primarily on financial governance as well as operations and process improvement for private corporations. Carmen was seconded to an indigenous community, where she developed mid- to long-term strategies to reduce risks in implementing the newly reformed National Disability Insurance Scheme in remote Australia. She also spent a year in a medium-sized events and catering business as part of their executive leadership team, where she led business process optimization and pricing strategy development to prepare the business for scale-up. Following that experience, Carmen worked as an independent consultant to an iNGO and grassroots foundation on global health topics. As Finance and Strategy Lead for a Canadian digital health NGO, Carmen developed new market entry strategy, professionalized organizational setup and established processes in product development, business development and finance.
Carmen holds a Master of Arts in International and Development Economics from the Hochschule für Technik und Wirtschaft in Berlin, and a Bachelor of Business Administration from York University in Toronto. She also completed training as a Chartered Professional Accountant in Canada.
